Doctoral candidate in Public Law at the University of Coimbra, Portugal, and Master of Law from the Pontifical Catholic University of São Paulo.
She led the technical and political coordination of the Regulatory Framework for Civil Society Organizations agenda in the Federal Government for five years as Special Advisor to the Minister of the Secretariat of Government of the Presidency of the Republic, from 2011 to 2016, actively participating in the drafting of Law 13.019/2014, Decree 8.726/2016, and other regulatory changes in the field during that period.
She worked at the UN from 2005 to 2011, focusing on the construction, ratification, and monitoring of the UN Convention on the Rights of Persons with Disabilities, the first human rights treaty of the 21st century, a topic that she explored in her master’s dissertation defended in 2009.
She has more than 20 years of legal experience, specializing in regulation and process management, regularly advising civil society organizations and governments, particularly on implementing mechanisms for participatory public management and combating corruption.
Academic and Institutional Participation
She is the President of the Third Sector Law Commission of the Brazilian Bar Association, São Paulo Chapter (OAB/SP) (2022-2024), and Vice President of the National Council for Promotion and Collaboration, linked to the General Secretariat of the Presidency of the Republic, representing the Advanced Study Center for the Third Sector at PUC/SP. She served as Vice President of the Advisory Council of the General Ombudsman of the Public Defender’s Office of the State of São Paulo (2021-2023). She is a member of the Brazilian Association of Jurists for Democracy (ABJD).
Professor at the Pontifical Catholic University of São Paulo (COGEAE) in the specialization course “Management of Social Projects in Third Sector Organizations,” teaching the subject of Law and Legislation applied to Civil Society Organizations and in the extension course “Drafting and Managing Partnerships with Civil Society Organizations: New Promotion and Collaboration Law (Law 13.019/2014).” She is also a researcher affiliated with NEATS – Advanced Study Center for the Third Sector at PUC/SP.
Professor of the course “Social Project Management in the Territory” at SENAC-SP and of the specialization course “Law of Diversity and Social Inclusion – Citizenship and Fundamental Rights” in the postgraduate program at the São Bernardo do Campo Law School. She is also a professor in the MBA program in “Museum Management and Innovation – SP,” promoted by the Brazilian Association for Cultural Management and UNIMAIS.
She was a member of the Board of Directors (2011-2014) and the Advisory Board (2004-2011) of the International Center for Not-for-Profit Law (ICNL) in Washington, USA, an international organization that works on the regulation of nonprofit entities, social participation, and philanthropy in over one hundred countries.
She served as a council member representing the Brazilian Federal Bar Association in CONADE – the National Council for the Rights of Persons with Disabilities (2006 to 2011). She was also President of the Special Commission on Third Sector Law and Social Movements of the Brazilian Federal Bar Association (2009).
She received scholarships to participate in the ISTR Seventh International Conference to present the paper “Governance and NGOs” in Thailand (2006) and in the ISTR Fifth International Conference to present the paper “Compendium of Third Sector Legislation – Analysis of the Existing Laws and Regulations in Brazil” in South Africa (2002).
She developed the research project Collection of Third Sector Legislation at the Center for Third Sector Studies of the Getúlio Vargas Foundation in São Paulo, under the supervision of Prof. Dr. Roberto Quiroga Mosquera, compiling all federal legislation related to corporate types, certifications, immunities, and exemptions, among other topics related to civil society organizations in Brazil. The project generated a CD-ROM at the time (2001). Legislation from the State and City of São Paulo was also systematized in this research project.
She is a speaker at national and international events and postgraduate courses on civil society organizations, partnerships with the state, transparency, participation mechanisms and anti-corruption, human rights, persons with disabilities, freedom of association, and democracy. She has published books and articles on these topics, among which the following stand out: Marco Regulatório das Organizações da Sociedade Civil: a construção da agenda no Governo Federal (2011-2014) (ISBN 978-85-85142-35-3) and Entenda o MROSC: Marco Regulatório das Organizações da Sociedade Civil: Lei 13.019/2014 (ISBN 978-85-85142-71-1).
Her master’s dissertation, defended in 2009 at the Pontifical Catholic University of São Paulo, is titled “Convention on the Rights of Persons with Disabilities, its Optional Protocol and Accessibility“, and was supervised by Professor Dr. Flávia Piovesan.
